RSNA98にてCertificate of Merit賞を受賞
IS&C委員会では、1998年11月29日(日)〜12月4日(金)の期間、米国シカゴで開催されたRSNA98のInfoRADに「オンライン電子保存規格」を出展し、内容に対して、RSNAよりCertificate of Merit賞を受賞した。
Title:
New MEDIS Common Standards for on-line secured image electronic storage via network in conformity with the Japanese MHW technical criteria.
Background:
The Ministry of Health and Welfare (MHW) in Japan showed the technical criteria ( (1)security, (2)long term storage and (3)compatibility ) for the electronic storage at March, 1994. The common standards satisfied these criteria were opened to the public by Medical Information System Development Center (MEDIS-DC). They were based on the Image Save And Carry (IS&C) standards which defined file/ data formats of 130mm & 90mm magneto-optical disk (MOD) and data formats are basically based on DICOM standards. Conventional common standard is not suitable for secured transmission and storage systems.
IS&C committee and MEDIS-DC proposed new standards which comply MHW technical criteria. We are harmonizing this issue with DICOM Security WG. These standards will be able to enhance the merit of the DICOM standards.
Purpose:
1) To make standards specified security criteria which image electronic storage devices should satisfy when the devices are connected by a general purpose communication protocol in a hospital LAN.
2) To make prototype systems and confirm feasibility of the standards.
Methods and Result:
IS&C committee and MEDIS-DC proposed new standards. The standards are made mainly on the following points:
1) 3 path 4 way authentication protocol with smart IC cards is specified for mutual authentication between devices.
2) Message authentication protocols which are compliant with ISO8730 ( generation and validation of message authentication codes) to keep integrity for the transfer of medical images between devices are specified.
We have developed PC based systems with ISCL (integrated Secure Communication Layer) protocol which can comply above-mentioned security standards. We implemented the image transmission application from a modarity system to a storage system. This system lets us make efficient use of the secured electronic storage.
Above-mentioned standards are only applied to the image transmission in the intra-hospital network. For the inter-hospital network, the data encryption mechanism will be inevitable for the protection from the data tapping.
Conclusion:
The standard showed the satisfactory function for security while transmissions. The new common standards concerning the secured image transmission are very important for the image archiving and expected to improve the electronic storage via network.
The IS&C committee and MEDIS-DC continues to harmonize with the DICOM committee on the image transmission protocol. This standard is expected to become a part of the international standards as result of the harmonization.
